Another “California Stop”

Setting up a left turn on a downhill in the designated left turn lane and I saw the minivan rolling through the stop sign (we call it a California Stop). I noticed before she hit the line that she never looked right so I assumed that she didn't see me so I was able to start braking in time. Unfortunately, this left me in a dangerous position where I was exposed to possible downhill traffic approaching from the rear while waiting for the uphill traffic to clear.
