Can’t figure it out

The elderly driver stopped in the traffic lane despite no oncoming traffic preventing him from turning left. I presumed that he had seen me coming and was allowing me to pass on the trail. As I did, the driver began to turn right into my path. It seems the elderly are as unpredictable as the deer.
