Close pass on narrow, wet road

Close pass by a car on wet roads, as you can see there is a lot of standing water near to the left side of the road so I was riding in the safer part of the road when the car passed. It was too close for the conditions and they did not even seem to slow down for me. Not sent to the Police as this a regular example of bad driving on country lanes.
