Go, Look, Stop?

Driver attempts a right turn on red without stopping before the crosswalk, and only stops when the cyclist is spotted.

Noticing the speed of the car, the cyclist preemptively slowed down to give themselves and the driver more reaction time.  Though this move made the interaction safer, it does not justify the driver's act of performing the turn without stopping to check if the intersection is clear.
