Illegal turn on Novice Ride

Car and group making left turn on yield (flashing yellow) at traffic signal.  Car decided not to wait and turned left from a "go straight" lane, almost colliding with an oncoming SUV.  Sadly, the car was only trying to get to a business on the other side of the intersection.
