I was climbing Union Church Road in Seven Valleys, York Pennsylvania, Springfield Township. Approximately 10:50 am to 10:55 am. When a black Toyota approached from behind. I could see that there was an oncoming vehicle and that it was unsafe to pass. I took the lane and extended my left arm to indicate that it was unsafe to pass. The driver in the black Toyota did not slow down but instead accelerated and crossed over the double yellow line. The horn you hear is from the oncoming white Jeep that was nearly hit head-on. This appears to be a case of reckless and careless driving with a complete disregard for the safety of others. The driver of the black Toyota knew that it was unsafe to pass but still chose to be reckless with my life and the life of the on-coming driver.
