Stopping in crosswalk

I have to box the intersection due to it being difficult and dangerous to get across two travel lanes with a posted speed of 40 mph in rush hour traffic. While trying to transition from the bike lane to the crosswalk/sidewalk, this driver decided on top of the crosswalk was the place to stop. Fortunately I was able to navigate around them, but it's still very dangerous.
