Truck driver with no regard for minimum passing legislation

SCE MATERIALS truck driver with no regard for minimum passing laws. Speed limit was 90kmh. I was not even riding on the line, and I could have reached out and touched the trailer. Can see there are no cars in opposite lane so no reason for this unsafe maneuver.
