Very close pass on dark hill road

Heard this Range Rover coming up fast but thought it'd have the courtesy to use the entirely empty other side of the road. But oh no. Why bother moving more than a foot away from the cyclist going up that hill. Have attempted to report to Sussex Police but their website won't go beyond the location.
