Near Head-on Crash with Vauxhall SV62 YBC

Cycling up the hill on Thorndon Gardens, heading towards Kingston Road, an oncoming car, a Vauxhall Reg SV62 YBC, refused to yield,, even though there was space to his left to pulll in and let me by. I had to bralke to and turn away at the last second. as he maintained his path. He passed to my right extremely close.
